National and International Open Call for Tenders with Minimum Capacity Requirements No. 01/EADN/2026
The Enterprise for Digital Development Support (EADN), EPE/SPA, hereby launches a National and International Open Call for Tenders with Minimum Capacity Requirements for the purpose of:
ACQUISITION OF SECURITY SOLUTIONS AND NETWORK EQUIPMENT FOR EADN
The equipment to be acquired under the present Specifications is as follows:
- Next-Generation Firewall (NGFW) Equipments and Solutions
- Connectivity
1- Collection of the Bidding Documents: The Bidding Documents may be collected from the date of the first publication of the Contract Notice in the national daily newspapers and BOMOP, upon payment of a non-refundable amount of Twenty Thousand Algerian Dinars (DZD 20,000.00) in cash to the Means and Logistics Department of EADN, against issuance of a receipt. The Bidding Documents shall be collected by the bidder or their duly authorized representative bearing the company stamp, at:

2- Eligibility Conditions This Call for Tenders is addressed to official distributors who: Hold the status of official distributor of the proposed manufacturer, which must have a presence in Algeria. The proposed equipment must be homogeneous and from the same internationally recognized manufacturer.
3-Submission of Bids Bids must include: A Candidature File, A Technical Offer, A Financial Offer These documents must be placed in separate sealed envelopes indicating the reference and subject of the tender, and marked respectively: "Candidature File", "Technical Offer", "Financial Offer." These envelopes shall then be placed in another sealed and anonymous envelope bearing the following mention.
"National and International Open Call for Tenders with Minimum Capacity Requirements No. 01/EADN/2026 ACQUISITION OF SECURITY SOLUTIONS AND NETWORK EQUIPMENT FOR EADN" "TO BE OPENED ONLY BY THE BID OPENING AND EVALUATION COMMITTEE" The bidders' files must be clearly prepared, without erasures or alterations, and signed by the bidder or a duly authorized representative supported by a written power of attorney attached to the offer. The Candidature File shall contain:
A Declaration of Candidature (according to the model attached to the specifications);
A copy of the Commercial Register. The Technical Offer shall contain
A Declaration to Subscribe (according to the model attached to the specifications);
The Specifications duly initialed, signed, stamped, and bearing on the last page the handwritten mention "Read and Accepted." The Financial Offer shall contain:
The Unit Price Schedule duly completed and signed;
The Detailed Quantitative and Estimated Statement duly completed and signed.
NB: Refer to Article 12 (Pages 06-07-08) of the Specifications regarding the content of the Bid File.
4-Bid Preparation Period The bid preparation period is set at fifteen (15) days from the date of the first publication of this notice in the national daily newspapers. The deadline for submission of bids is fixed on the last day of the preparation period from 08:30 AM to 01:00 PM at: 129 Asselah Hocine Street, Algiers Centre, Means and Logistics Department. If this day coincides with a public holiday or a legal rest day, the deadline shall be extended to the next working day The bid opening session will take place at EADN headquarters on the same day as the submission deadline at 01:30 PM sharp, in a public session, in the presence of bidders or their duly authorized representatives.
5- Validity of Offers Bidders shall remain bound by their offers for a period of Ninety (90) days from the date of bid opening.
