National Open Tenders with Minimum Capacity Requirements No. …/2026
The Public Hospital Establishment Bouguera Boularas - Tebessa is launching a national open tenders with minimum capacity requirements, in accordance with Articles 36, 38, and 39 of Law 23-12 dated 05 August 2023, as well as Articles 42 and 44 of Presidential Decree No. 15-247 dated 16 September 2015 regulating public procurement and public service delegations.
Operation: Preventive and corrective maintenance of medical equipment:
- Lot No. 1: Preventive and corrective maintenance of the CT Scanner.
- Lot No. 2: Preventive and corrective maintenance of the Magnetic Resonance Imaging (MRI) machine.
The tender documents may be withdrawn by the candidate, their duly authorized representatives, or by the representative of a temporary consortium of companies. In accordance with Articles 62 and 67 of the aforementioned Decree, bids must be submitted in a sealed or outer envelope, anonymous, without signature or stamp, and must obligatorily bear the following statement:
"National open tenders with minimum capacity requirements No. …/2026 concerning the operation: Preventive and corrective maintenance of medical equipment: Lot No. 1: Preventive and corrective maintenance of the Scanner. Lot No. 2: Preventive and corrective maintenance of the IRM machine."
Addressed to: The Director of the Public Hospital Establishment Bouguera Boulara s – Tebessa, Administrative Headquarters, Bekkaria.
To be opened only by the Bid Opening and Evaluation Committee.
The outer envelope must contain three (03) separate and sealed inner envelopes:
1st envelope: Application file including:
- Declaration of application
- Declaration of integrity
- Company's articles of association
- Authorization from the Ministry of Pharmaceutical Industry for manufacturers, importers, or distributors of medical equipment and accessories, as well as operators in the field of production, import, distribution, or maintenance and repair of medical equipment and accessories – mandatory document
- Certified copy of the electronic commercial register issued by the CNRC, related to the activity of production, import, distribution, or maintenance and repair of medical equipment and accessories
2nd envelope: Technical offer including:
- Declaration of subscription
- Unit price schedule
- Signed technical specifications document
3rd envelope: Financial offer including:
- Commitment letter
- Unit price schedule
- Detailed quantitative estimate
Notes:
The bidder must refer to the detailed list of documents (Technical specifications, Article 10 – pages 42-43).
In accordance with Articles 67 and 69 of Presidential Decree No. 15-247 of 16/09/2015, after acceptance of the offer, in any case, before the publication of the provisional award of the contract.
The successful bidder must provide the required documents within a maximum of 10 days from the date of notification of award of the contract.
The successful bidder will be the one presenting the lowest financial offer among the technically qualified offers. In case of a tie, the lowest financial offer will be retained.
Bidders may participate in one or all lots, with each lot being evaluated separately.
Submission of offers: at the Procurement Office of the EPH Bouguera Boularas – Tebessa, from 08:00 a.m. to 11:00 a.m.
Deadline for preparation of offers: twenty-one (21) days from the first publication of the notice in the national press and the Official Bulletin of Public Procurement (B.O.M.O.P).
The submission deadline coincides with the date and time of bid opening. If it falls on a public holiday, it will be postponed to the next working day.
Bidders are invited to attend the public bid opening session to be held at the establishment's headquarters on the last day of the deadline at 12:00 p.m.
Bidders remain bound by their offers for a period of 90 days – the preparation period, starting from the bid opening session.
