The Algerian Electricity and Gas Company-Gas Transport issues a National and International Restricted Invitation to Tender for companies preselected during the open national and international preselection n°01.SONELGAZ-GAS TRANSPORT/DCER/2024 for:
studies, engineering, supplies, training, construction work, and commissioning of the following Installations:
National Gas Transmission Network Monitoring Center (Algiers),
Regional Gas Transmission Network Monitoring Center (Algiers),
Regional Gas Transmission Network Monitoring Center (Blida),
Regional Gas Transmission Network Monitoring Center (Oran),
Regional Gas Transmission Network Monitoring Center (Constantine).
The National and International Restricted Invitation to Tender will be conducted in two (02) steps: Companies pre-selected during the open national and international pre-selection call No. 01.SONELGAZ-TRANSPORT DU GAZ/DCER/2024 will be asked to submit:
A Preliminary Technical Offer: Interested tenderers will be asked to submit a preliminary technical offer.
A Final Technical and Financial Offer: tenderers selected following the evaluation of technical offers will be asked to submit a final technical offer and a financial offer.

Upon payment by bank transfer of the non-refundable sum of 20.000.00 DZD to account No. 001 00637 0300 000 005 key 95 opened with the National Bank of Algeria (BNA), Gué de Constantine 00637- Gué de Constantine Algeries.
Payment of the specifications will be made by bank transfer order, indicating the account to be credited, endorsed by the tenderer’s bank.
Foreign tenderers may withdraw their application upon presentation of a non-refundable Swift, justifying payment of €150.
The specifications will only be given to tenderers or their duly authorized representatives. Preliminary technical offers, accompanied by the documents and documents required in the specifications, must be submitted to the address below, on the same day as the opening date of the preliminary technical bids, in a double sealed and anonymous envelope bearing the following mention:
« Appel d’Offre National et International Restreint N° 01.Sonelgaz-Transport du Gaz/DCER/2024, à ne pas ouvrir ».

The tenderer shall submit a preliminary technical offer consisting of the following documents, initialed, signed, and dated by the appropriate authority:
The original technical submission letter, without any price indication, drawn up according to the template in Appendix 10 of Exhibit II.
The original bank submission bail, according to the template in Appendix 10 of Exhibit II.
The declaration to be signed, according to the template in Appendix 10 of Exhibit II. (*)
Declaration of integrity according to the template in Appendix 10 of Exhibit II. (*)
The specifications, initialed, signed, and bearing the words "read and accepted" on its last page.
Administrative File:
Company status, list of key managers. (*)
Certification of attorney for the person authorized to enter into the contract.
Extract from the electronic trade register. (*)
Certification of legal filing of company accounts in accordance with current regulations.
Certifications of CNAS, CASNOS, and CACOBATH updates, updated tax return extract for local partners.
Tax registration card and NIF. (*)
Criminal record of the person authorized to enter into the contract. (*)
Certificate of non-bankruptcy, non-reorganization, or other equivalent document.
The group agreement if it is a consortium.
Bank reference(s).
Technical File:
List, detailed technical documentation, and technical specifications of the equipment.
Written evidence demonstrating that the equipment to be supplied by the bidders complies with the restricted tender documents.
Certificate of origin of the supplies.
Valid ISO 9001 certification from the manufacturer.
Conformity table.
Manufacturing and usage standards for each piece of equipment.
Type test certificates.
Any other document that must be completed and submitted in accordance with the instructions to candidates contained in this restricted tender document.
Detailed execution schedule.
Detailed lists of comments and deviations from the restricted tender documents.
All hardware plans and diagrams.
Software functional specifications.
Any other document that must be completed and submitted in accordance with the instructions to candidates contained in this tender document. The detailed list of recommended spare parts, specifying the quantities.
(*): Please note that in the case of a joint venture, these documents must be provided by each member of the joint venture.
No markings allowing the tenderer's identification may appear on the outer envelope, otherwise the offer will be rejected.
The deadline for submitting offers is 10:00 a.m. (local time) on November 17th , 2025, and the public opening of offers will take place immediately thereafter.
tenderers will remain engaged to their preliminary offers for 180 days as of the date of offer’s opening.
